alterations
and construction for structures within the city's five designated historic
districts or individually designated as being
historically significant. The board evaluates proposals and issues
certificates of appropriateness that allow a project to commence.

with protecting and enhancing structures, sites and areas that are
reminders of past eras, events, and persons important in local,
state, or national history. The commission consists of seven city
residents and meets monthly to review plans for building
